Do I need a permit to install a fence in Atlanta?

What's the difference between wood and vinyl privacy fence?
Wood (cedar or pressure-treated pine) is less expensive upfront, looks natural, and can be stained or painted, but it requires maintenance and will eventually rot at the ground line. Vinyl is more durable, doesn't rot or splinter, and needs no stain or paint, but costs more per linear foot. Both work well in Atlanta.
